Humanitarian Parolee Programs

Beginning in 2022, the Department of Homeland Security’s United States Citizenship and Immigration Services created and expanded several humanitarian parolee programs aimed at assisting individuals from certain countries impacted by ongoing conflicts. As part of these programs, program beneficiaries two years of age or older are required to complete a medical screening for tuberculosis (TB), including an IGRA test within 90 days of arrival to the United States. 

To support humanitarian parolees to comply with this requirement, the TB Program has provided funding to local health districts to support free of charge IGRA testing for program beneficiaries.

Reimbursement Process and Forms for Local Health Districts

Please reference the table below for guidance regarding required documentation and the relevant submission process based on the parolee’s country of origin, dates of entry, and entrance process. Please note, this table has been updated to reflect additional information related to Office of Refugee Resettlement (ORR) benefits and services eligibility for Afghan and Ukrainian Parolees and their relatives.

For individuals from countries that are not currently eligible for Office of Refugee Resettlement (ORR) benefits, which are Nicaragua and Venezuela, the TB Program has a limited amount of funding budgeted to pay or reimburse IGRA testing. If you are requesting payment or reimbursement for such charges, please refer to this guidance.

* To seek reimbursement from VDH TB program, submit encrypted email with Humanitarian Parolee Tuberculosis Screening and Testing Form and redacted IGRA invoice to tuberculosis@vdh.virginia.gov or fax to 804-416-5178. 

** For parolees with ORR benefits, please complete the Newcomer Health Program Initial Health Screening Report and submit via encrypted email to newcomerhealth@vdh.virginia.gov or fax to 804-864-7913 by the 15th of the month following the screening date. Please assign charges to the Newcomer Health Org in Web Vision. 

+ Relative is defined as “spouse or child” of an ORR-eligible parolee per INA § 101(b) (8 U.S.C. § 1101(b)) OR parent or legal guardian of an unaccompanied child parolee who meets the definition in 6 U.S.C. § 279(g)(2).
