Supplemental Food Program
The Women, Infants and Children (WIC) program is a supplemental food program for pregnant, breastfeeding and non-breastfeeding postpartum women, infants and children up to age 5. The purpose of the program is to provide supplemental foods and nutrition education to eligible persons. The program serves as an adjunct to quality healthcare through nutrition education and counseling, providing nutritious healthy foods, and screenings. The WIC Program is funded and administered by the United States Department of Agriculture (USDA).

WIC Approved Foods
The foods that you get from Women, Infants and Children (WIC) provide nutrients that are important for good health and development.
WIC is for all types of families.
The WIC program is designed to support and provide assistance to a diverse range of families. By offering assistance to a wide array of family structures and employment situations, WIC strives to create an equitable platform for all families to receive the assistance they need for their overall health and development. WIC is for all types of families – families with married or single parents and those working or not working.
WIC provides benefits to:
- Pregnant women
- Infants
- Children up to their fifth birthday
- Breastfeeding mothers up to one year after delivering their baby
- Postpartum women who are not breastfeeding up to six months after delivering their baby
- If you are a mother, father, foster parent or other legal guardian of a child under 5 years of age, you can apply for your child.
All families must meet income eligibility guidelines. WIC has higher income guidelines than SNAP (EBT, Food Stamps) or Medicaid, so even if you don’t qualify for SNAP or Medicaid, you may still qualify for WIC.

The Women, Infants, and Children (WIC) program is focused on the well-being of women, infants, and children. WIC promotes the overall health of pregnant women, babies and children up to 5 years old by offering various services and support. Focused on healthy pregnancy outcomes, committing that expectant mothers receive the essential care and guidance needed to have a successful and problem-free pregnancy. WIC emphasizes the importance of healthy eating for families, providing resources and information on nutritious food choices and meal plans.
Beyond simply focusing on nutrition and pregnancy, WIC also places a strong emphasis on breastfeeding, recognizing the numerous benefits associated with it. For breastfeeding support, please call 757-633-5942 or 757-633-7725.
WIC also serves as a valuable resource for referrals to other health care providers within the Norfolk Department of Public Health. These referrals encompass a variety of programs, such as BabyCare, immunizations, car seat safety, and smoking cessation. By offering these referrals, WIC ensures that women and their families have access to comprehensive health care services, allowing them to lead healthy and fulfilling lives.

Additional Programs
BabyCare is a home visiting program for pregnant women, up to sixty days postpartum and infants from birth until their second birthday. A registered nurse will guide you and your family to have a healthy pregnancy and a healthy baby by providing support and services to meet your family’s health goals and needs.
Services include but are not limited to:
- Education about pregnancy, childbirth, infant care, and safe sleeping.
- Pregnancy tips and parenting tips to give you and your baby a great start.
- Help connecting you to the right doctor for you or your baby.
- Connecting you with transportation for appointments.
- Healthy nutrition tips and food resources such as WIC.
- Infant growth and development.
- Wellness checks throughout pregnancy for mothers.
- Mental health screenings for mothers.
- Support including breastfeeding services and newborn care.
- Refer the family to appropriate community resources.
- Assist family in securing essential baby care supplies, such as, pack ‘n’ play and car seat.
BabyCare is covered by Medicaid and FAMIS. All other client’s will be assessed on an individual basis.
The Child Passenger Safety Program focuses on promoting proper safety seat restraint use for children, correct usage of child restraints among parents and caregivers through outreach and education, and proper installation education.
The program provides income eligible families with education and free child safety seats and booster seats from as early as the third trimester of pregnancy through seven years of age.

Quitting smoking is a difficult task, but we are here to assist! Services such as tobacco presentations and workshops are available for scheduling at your site. If you are a smoker and ready to quit, awesome! There are services waiting for you. If you are not ready, but just have questions, we are here to assist you as well. NDPH provides important immunizations to children of all ages. From polio to HPV, our team will help make sure your family has the immunizations they need.
Remember: Some vaccines are required to attend public and private schools, so make sure your child is up-to-date and can start school on time!
