As a service to Virginia residents and as staff and time allow, the Virginia Department of Health Division of Certificate of Public Need can provide a speaker to address community groups on topics related to the certificate of public need (COPN) program. Topics related to the COPN application and review process, the statutory and regulatory criteria used by the State Health Commissioner in making a determination of need, and the request for applications process for nursing home beds are examples of topics that can be addressed. Specific discussion of COPN requests actively being reviewed cannot be held, so as not to disrupt the formal review process.
