Records requests pursuant to the Virginia Freedom of Information Act (FOIA) may be submitted via the agency's FOIA portal.
The Code of Virginia requires that all FOIA requests be responded to within five workdays; however, in the event that it is not practically possible to respond to the request within five workdays, the DCOPN may invoke an extension for an additional seven workday extension, provided that DCOPN gives notice to the requester.
Yes. In accordance with the Code of Virginia § 32.1-102.6, an application submitted for review shall be considered complete when all relevant sections of the application form have responses. The applicant shall provide sufficient information to prove public need for the requested project exists without the addition of supplemental or supporting material at a later date.
The application fee must be received by the DCOPN at least five days prior to the first day of a review cycle to be considered complete for review in the same review cycle.

Charity care compliance data pertaining to all years subsequent to 2019 should be submitted to Virginia Health Information (VHI) in accordance with their reporting requirements; do not submit this data directly to DCOPN. Questions pertaining to the submission of data to VHI should be directed to charity@vhi.org.
