On December 22, 2016, the Virginia Department of Health (VDH) requested additional information from Wellmont Health System and Mountain States Health Alliance (the Applicants).
The Applicants completed their response on April 19, 2017, which is made up of 18 separate responses. Due to file size constraints, each of the 18 responses are posted separately. Responses two, six, and 10 are further separated into sub-parts.
On January 9, 2017, VDH sent a supplemental data request to the Applicants.
The Applicants completed their response on April 14, 2017, which is made up of five separate responses. The responses are combined into one file.
On April 20, 2017, VDH sent the Applicants a notification of an incomplete response regarding their response to VDH's supplemental data request dated January 9, 2017. The Applicants submitted a response to this notification on May 10, 2017.
Having received and reviewed Response Six, VDH determined that the Applicants completed the supplemental data request dated January 9, 2017.
At the May 17, 2017 meeting with the applicants, VDH staff asked what evidence the applicants have that shows that 70% of the primary care physicians in the geographic service area are on board with collaborating with, and willing to share the financial risk with, the new health system that will be created should the application be approved. In addition, VDH staff asked about the rate adjustment cap. The applicants stated in the meeting that each of them could not answer those questions while the other party was present due to the fact that the information is proprietary. VDH sent a separate letter to each applicant to follow-up on these two questions. Both parties have submitted their responses but due to the fact that the information is proprietary, it cannot be posted to this website. On September 1, 2017, the Commissioner advised the applicants that due to the fact that they had not yet responded to a request for information made during the meeting held on August 8, 2017, that VDH is now submitting a formal request for that information. The applicants subsequently submitted their response later on September 1, 2017, noting that the response was proprietary in its entirety. Consequently, that response was not posted to this website at that time. Since then, the applicants have notified VDH that some of the information is not proprietary so the public portion of the response is now posted below.
