STEPS FOR SETTING UP DATA EXCHANGE
MEANINGFUL USE
VIIS Team will provide contact information for ConnectVirginia, the Commonwealth’s Health Information Exchange (CVHIE). Provider/Vendor will choose a transport method for establishing connectivity to VDH. Two transport methods are available:
- HTTPS is the preferred protocol. It efficiently supports automated message transmissions.
- SFTP is a short-term solution available only to sites that will submit data on a regular basis and are currently unable to support HTTPS.

- VIIS Team is contacted by Provider/Vendor of interest.
- VIIS Team ensures the Provider/Vendor has File Specifications.
- VIIS Team confirms Provider is registered with VIIS and has submitted a Memorandum of Agreement (MOA). Note this is a different registration than Meaningful Use. For more information on Meaningful Use, visit https://www.vdh.virginia.gov/meaningful-use/.
- VIIS Team will provide contact information for ConnectVirginia, the Commonwealth’s Health Information Exchange (CVHIE). Provider/Vendor will choose a transport method for establishing connectivity to VDH. Two transport methods are available:

- Structure Validation – The Provider/Vendor supplies non-personal health information (PHI) sample file for VIIS Data Analyst to approve file format.
- Content Validation – VIIS Team will supply list of approved test patient data to use for generating sample files. Provider /Vendor supplies sample file with test patient information from their electronic health record. VIIS Team will work with EMR to validate message structure and content.
- Provider/Vendor sends first successful transfer of data. VIIS Team monitors for pending files, rejections and data continuity and can contact the IT/Clinical Contact as needed. It is the provider's responsibility to monitor transmission success and accuracy by reviewing patient record in the registry at least once a month, and to notify VIIS team of any issues/concerns in a timely manner.
