- Water and Environmental Programs (WEP) provides loans, grants and loan guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas and cities and towns of 10,000 or less. Public bodies, non-profit organizations and recognized Indian tribes may qualify for assistance. WEP also makes grants to nonprofit organizations to provide technical assistance and training to assist rural communities with their water, wastewater, and solid waste problems.

- Ensure that all private wells are located, constructed and maintained in a manner which does not adversely affect ground water resources, or the public welfare, safety and health;
- Guide the State Health Commissioner in his determination of whether a permit for construction of a private well should be issued or denied;
- Guide the owner or his agent in the requirements necessary to secure a permit for construction of a private well; and
- Guide the owner or his agent in the requirements necessary to secure an inspection statement following construction.

- The organizational objective of the Office of Ground Water Characterization is to protect Virginia’s environment and promote the health and well being of its citizens by collecting, evaluating, and interpreting technical information necessary to manage ground water resources of the Commonwealth. The OGWC staff works to assure that necessary information is available to support resource management decisions, water supply planning activities, assess ground water availability, facilitate drought monitoring, and support the expansion or creation of ground water management areas.
