Lead Elimination Assistance Program (LEAP)

The Financial & Construction Assistance Programs (FCAP) established its Lead Service Line Replacement (LSLR) Program in 2017.  Since then, FCAP has worked with the City of Richmond, VA American Water, Henry County PSA, and the City of Chesapeake to replace lead service lines across the State.  FCAP recently launched the Lead Elimination Assistance Program "LEAP" campaign. The message of the campaign is that Virginia is "leaping," or moving forward to replace lead service lines. The goal of LEAP is to promote the LSLR program and to educate both waterworks and homeowners about the dangers of lead service lines.
