Cross-Connection Control Program (CCCP) Requirements apply to all Virginia Waterworks
The 2021 revisions to the Waterworks Regulations made significant changes to the requirements for cross connection control programs. The changes in the 2021 amendments to the Waterworks Regulations include the following:
- Owners must document CCCP activities in a cross-connection control plan document and submit the written document to VDH ODW for review and approval.
- Owners must assign at least one designated individual, with the appropriate knowledge, skills, and abilities to implement the CCCP.
- Owners review the CCCP every 5 years and revise it as necessary.
- Establishes a performance standard for cross-connection control rather than a prescriptive approach.
- Identifies the Uniform Statewide Building Code (USBC) as governing cross connection controls. Eliminates conflicts between the Virginia Waterworks Regulations and the USBC.
- Requires methods and assemblies to comply with the USBC.
- References the Property Maintenance Code of the USBC.
- Clarifies requirements for testing and recordkeeping.
- Added three types of activities/facilities to list requiring containment.
- Added installation standards (prohibited in areas subject to flooding, etc.)
- Added a requirement for testing and repairs by a certified backflow prevention device worker.
With these changes to the CCCP requirements, CCCP plan documents adopted in 2021 and before likely do not comply with the current Waterworks Regulations. This webpage hosts cross connection plan templates that meet the requirements in the 2021 Waterworks Regulations for use by the regulated community. VDH ODW will identify the need for waterworks to update cross connection control plans (CCCP) during sanitary surveys.
CCCP Templates – General Notes
The CCCP templates are provided by VDH ODW to facilitate compliance with the cross-connection control requirements of the 2021 amendments to the Virginia Waterworks Regulations. Each cross-connection control plan document must identify a program administrator, or a person responsible for oversight and administration of the CCCP. This person shall have training and experience in cross-connection control. The person or position must be identified clearly in the program document.
CCCP Community Waterworks – Intended for all community waterworks with commercial and industrial customers and includes an ordinance to allow enforcement of the CCCP. This may also be used by a large noncommunity waterworks with commercial or industrial activity.
CWS Model Ordinance – Intended for use with the CCCP Community Waterworks template, this ordinance gives the waterworks authority to enforce the CCCP.
CCCP Small Community Waterworks – Intended for small community waterworks with residential customers only and no ordinance.
CCCP Very Small Community Waterworks – Intended for very small community waterworks with residential customers only, no containment policy, and no ordinance.
NC CCCP Plan – Intended for small noncommunity waterworks where the waterworks owner has control of the service connections.
CCCP Instructions – Provide general instructions for using the CCCP Plan templates.
Plan review and approval
Waterworks should contact their Field Office and inform them about plans to update or revise their CCCP document, including which template to use and identifying any significant changes or deviations from the templates. Waterworks may wish to submit a draft CCCP document for review by the Field Office, especially if the document contains significant changes or deviations from the templates, in advance of formal review and approval by the waterworks’ board or governing body. Waterworks must submit the final CCCP Plan document to their Field Office for approval.
Approvals for CCCP Plans do not expire; however, the Regulations require waterworks owners to review their plan at least every 5 years and to make revisions as needed. Owners must submit the revised plan for review and approval.
